Sacramento State Superintendent of Public Instruction Delaine Eastin announced the formation of a Proposition 227 Task Force. The purpose of this ad hoc task force is to provide guidance to school districts on how to effectively implement the new law, which officially takes effect August 2, 1998.
"The task force will recommend ways to provide the highest quality programs to English learners so they can meet grade-level standards," said Eastin "Areas in which recommendations may be made include model English immersion programs, instructional resources and practices, strategies for providing core curriculum, and the enlistment of family and community support in developing literacy."
The first meeting of the task force will be held September 3, 1998. The group will meet several times during the next six months and prepare a report with recommendations based on the instructional needs of English learners.
Co-chaired by Superintendents Roberto Moreno, Calexico Unified School District, and Dr. Vera Vignes, Pasadena Unified School District, the task force will be comprised of school administrators, teachers, higher education representatives, researchers, educational organizations, business leaders, and parents.
Moreno, who has been superintendent of Calexico since 1992, is nationally recognized for successfully preparing native Spanish speakers to be English proficient students. "What the task force can help accomplish over the next six months is to help identify program features that best support English learners," said Moreno.
Dr. Vignes has been superintendent of Pasadena since 1992. Under her leadership, the district has focused on the implementation of high standards aligned with curriculum and instruction, a balanced assessment program, and the development of an accountability plan for all levels of the district. "I welcome the opportunity to support and assist with the development of strategies and guidelines that will help all schools provide the highest quality program to English learners and their families," said Vignes.
