As you know there has been an increase of anti-Hispanic policy and decision making within the county... SANDAG data shows an increasing pattern of less than proper treatment toward minority organizations and individuals. There is racial bias within the county. More and more we are being required to give up our rights and our freedoms in exchange for less then equal and proper protection under the law. This a tragic injustice and it must stop...
What we need is a momentum building powerful idea that can get the job done. One such idea is the formation of an annual State Of The Hispanic Address. This would be a public event. It would give a clear view of just where we stand on the issues... In order for such an event to be effective, it needs to be well outlined and uncomplicated as possible... Many of our minds have to join together for the purpose of building a new Hispanic bond and friendship... Let us work together and support this event...
Such a community event can be held well before the Nov. 3rd election. Please feel free to call me if you should have any ideas or questions.

Bounty Hunter Stories Increasing!
On March 18, 1998 two Hispanic males broke down my door in Mexicali, Mexico. They identified themselves as Mexican Federal agents. They then choked me, threw me on the ground and dragged me through my home... They handcuffed me so tightly that I bled from my hands and feet. I was dragged to my car and driven to the Mexicali/Calexico border crossing.
....Upon entering the U.S., one of my captors told the Customs agent that Kazinski had given the ok to bring me across the border. I was a Mexican Citizen. They sent the car to secondary. Customs agent Kazinski became upset at my captors because of my severe bleeding. He called the FBI and I was placed in an office until Agent Seller arrived. He said he was from the El Centro FBI Office. I told him my story. At that time I was not aware that my captors were not really Mexican Federal Officers.
After two months in custody, I was finally told the my captors were Bounty hunters one of them worked as a California Patrol Officer. He was moonlighting. The FBI failed to notify Mexico about my abduction... I believe that The FBI, and the Customs Agents co-conspired in my brutal kidnapping. The Bounty hunters, U.S. customs and the FBI are guilty of crimes against me and my country.

Padre Building Program Dealing in Hocus-Pocus Financing
"City Council Led By the Nose by The Mayor Again!" (La Prensa San Diego 8/14/98) defines the political status of this City. Common sense should be the guiding premise of the voters in voting against PROP C. Hocus-Pocus will never pay off the billion dollar bonds, plus interest, over a period of 30 years!...
...One of the chief culprits in this scheme is the Center City Development Corp (CCDC)... They are mandated by law and HUD to built affordable housing (and not baseball stadiums for the wealthy)... The expenditure of $100 million dollars of HUD monies for streets and parking lots (to support the PADRES STADIUM) is a rape of the workers, homeless, families, men, women, children who need affordable housing...
The Mayor (Susan Golding) has been an advocate of silencing the people with the help of the COPLEY Press and television providing an unfair balance in the information on the PADRE STADIUM
