The Helix 6, 7, 8 Flow Control Facility (FCF) project includes the construction of the FCF facility, as well as, the construction of approximately 410-feet of 36-inch, and 60-inch diameter buried welded steel pipe, cement mortar lined, tape coated and cement mortar over-coated; pipeline specials, valves and valve operators, meters, vacuum and air release valves; cathodic protection; instrumentation, electrical work and fiber optic cables; mechanical works and ventilation; building; masonry walls, reinforcement steel and concrete works; architectural work and finishes; doors, roofing system and access hatches; metal railing; graded and improved access road; asphalt pavement; coordination of pipeline shutdown with Helix Water District (Helix) for pipeline connections to Helix 36-inch pipeline; drainage and erosion control improvements; landscaping and irrigation; fencing and gates; site excavation; obtaining specific permits; environmental mitigation requirements of restricted site access, and protection of sensitive biological habitats; protection of existing facilities; disinfections of untreated water line, and appurtenances; and all other appurtenant work in accordance with the Contract Documents. REQUEST FOR PROPOSALS

Leucadia Boulevard Streetscape and Traffic Safety Improvements from Orpheus Avenue to Highway 101 (CMSOOD)

Disadvantaged Business Enterprise Goal: 15%

The City of Encinitas is requesting qualifications from qualified consultant teams to prepare construction drawings for public street improvements. The City of Encinitas asks interested consultants to submit a Statement of Qualifications. Deadline to submit a Statement of Qualifications will be 5:00 p.m., Tuesday, August 30, 2002. Four copies of the Statement of Qualifications should be submitted to the Engineering Services Department, Attention, Blair A. Knoll.

Following the receipt of the qualifications, City staff will select four or five firms to submit proposals for this project. Interviews will be scheduled following the review of proposals. After the staff approval of the scope and fee, a recommendation will be made to City Council.

The City reserves the right to award a contract to a firm with or without follow-up interviews or to reject all firms. By this request for qualifications, the City in no way obligates itself to award a contract. The City also reserves the right to use this qualification list to select a firm for similar projects within two years.

City requires that consultant, prior to entering any agreement with the City, obtain and maintain a policy of professional liability, automobile liability, public liability, general liability, and property damage insurance in an insurable amount of not less than one million dollars ($1,000,000) for each occurrence or aggregate. The City shall be named as additionally insured.

Background:

A copy of the concept plan is available at the Engineering Counter or may be viewed on the City’s website (www.ci.encinitas.ca.us). The proposed project consists of the following design elements and amenities:

 Three modern roundabouts to be constructed at Hymettus Ave., Hygeia Ave., and Hermes Ave. The modern roundabouts are design for vehicle speeds between 18 to 23 MPH.

 Median islands and parkway landscaping. The landscaping should use a native plant palette.

 Tan colored sidewalk on both sides of Leucadia Blvd. along with enhanced decorative crosswalks.

 Decorative streetlight standards.

 Tum lanes to be constructed north and south on Vulcan Ave. along with the traffic signal modifications as needed for Vulcan and Highway 101.

 Bike lanes throughout the length of the project.

 A second phase shall be considered for the portion of Leucadia Blvd. from Vulcan to Highway 101.

The City has contracted with Michael Wallwork, PE of Alternate Street Design for the review of the design of the roundabouts. The consultant team will be expected to work in conjunction with Mr. Wallwork for geometry layout and signage.

Services Requested:

Work tasks may include but not limited to: Roadway and drainage design, surveying, right-of-way documents, landscape architecture, traffic signal modification design, geotechnical engineering, and coordination with utilities and agencies.

The following should be included in your submittal:

 Letter of transmittal.

 A short profile of the firm and sub-consultants.

 An organization chart indicating the individuals who will conduct the work. If the office where any individuals work is different than the one identified as the office the work will be performed, please mention it here.

 Project approach and methodology — Describe the project approach, key issues and your approach to resolving those issues.

 A description of the individuals specific experience doing this type of work.

 A list of references. The reference must include a contact person familiar with the firm’s work and a telephone number.

 Attachments - include information relative to their project, such as resumes, brochures, and other supplemental material.

This may be a federally-funded project and must meet all applicable federal requirements.

*The Disadvantaged Business Enterprise (DBE) participation for this contract is 15 percent. This means that all proposals must have 15% participation from Disadvantaged Business Enterprises or must demonstrate a good faith effort toward active solicitation of DBE participation.

The selected Consultant shall carry out applicable requirements of 49 CFR, Part 26, of the Code of Federal Regulations, entitled “Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs,” in the award and administration of DOT-assisted contracts. The regulations in their entirety are incorporated herein by reference. The Contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract.

Noncompliance by the Consultant with the requirements of the regulations will be considered a material breach of contract and may result in termination of the contract of other such appropriate remedy, as the City of Encinitas deems appropriate.

A list of CALTRANS-certified Disadvantaged Business Enterprises is attached to assist in the development of your proposal.

El Departamento de Servicios Generales (Departamento) ha redactado y tiene como intención adoptar una Declaración Negativa para la propuesta construcción y el funcionamiento de un local del Departamento de Vehículos Motorizados (DMV) de California en San Ysidro, California. La Declaración Negativa y Estudio Inicial de apoyo se han redactado de acuerdo a las provisiones del Acto de Calidad Ambiental de California (CEQA) y el reglamento estatal del CEQA. El Departamento de Vehículos Motorizados es la agencia líder para este proyecto porque es la agencia estatal otorgando fondos para este proyecto de reubicación. Siendo que el sitio de reubicación que se ha propuesto será construído en propiedad estatal, al DMV se le requiere cumplir con las provisiones del CEQA. Este proceso da cabida a la declaración pública a las potenciales consecuencias ambientales de la construcción y funcionamiento de este proyecto en San Ysidro, California.

Sitio del Proyecto:

El sitio propuesto para el local del DMV San Ysidro está ubicado en el nuevo parque industrial, dividido en zonas de secciones de industria ligera y pesada. El proyecto está ubicado en el Condado de San Diego, California en un sitio de aproximadamente 3.5 acres (1.4 hectáreas).

Descripción del Proyecto Propuesto:

El DMV de California propone evacuar el local actual del DMV San Ysidro ubicado en 3702 Del Sol Boulevard en la ciudad de San Diego y reubicarlo al sitio de 3.39 acres (1.356 hectáreas) en el Centro Corporativo Ocean View Hills (ubicado en aproximadamente 6600 Otay Mesa Road), anteriormente conocido como Centro Norte Corporativo de Otay. La ubicación propuesta se encuentra justo al norte de Otay Mesa Road, el corredor más grande de este a oeste en el área que actualmente da servicio es una extensión de la carretera interestatal I-905 que corre hacia el este hacia la frontera Mexicana. El sitio, que ha sido nivelado, consiste de tres parcelas y una porción de una parcela adjunta en la esquina sudeste del parque industrial que mide 178.7 acres (71.48 hectáreas) y se encuentra adjunto a Bee Enterprises, una estructura grande de bodega al este. El local de Bee Enterprises es el único local, del total de 79 locales industriales dentro de la nueva edificación que ha sido desarrollada.

El proyecto que se ha propuesto pide la construcción de un edificio para el local del DMV de un nivel de 14,656 pies cuadrados netos, con un estacionamiento de techado voladizo y un estacionamiento separado cerrado para dos vehículos estatales. El local nuevo sería construído de concreto, unidades de albañilería de concreto (CMUs), y un marco de acero. Materiales de acabado incluirían yeso, materiales para el frente de aluminio, vidrio/cristal, chapeado de ladrillo, panel de metal, fachada de acero. El techado sería de metal de grieta vertical en superficies inclinadas y membrana de una capa insulada en una superficie plana. El local incluiría un sistema de voceo interior y exterior, encerramiento de basura, estacionamiento para 157 vehículos, sistema de circulación vehicular y jardín. Nuevo sistema de drenaje de tormentas sería construido como parte del proyecto para la recolección de desecho del sitio y dirigir el drenaje de agua de tormenta hacia el Business Center Court.

La construcción del proyecto involucraría la excavación y la nivelación, construcción de edificio, trabajo de terminado y pavimento de calle. La construcción se estima durará aproximadamente 13 meses desde Noviembre 2003 hasta Diciembre 2004, después de terminar exitosamente el proceso de revisión ambiental.

Basado en tendencias recientes en el local ya en existencia del DMV San Ysidro, el proyecto propuesto daría empleo a aproximadamente 34 personas y ofrecería sus servicios a aproximadamente 1,240 clientes por día hábil y a 500 los sábados, o aproximadamente 124 clientes por hora por día, incluyendo durante horas pico. El local de DMV tendría horas hábiles de Lunes a Viernes de 7:30am a 5:30pm y un Sábado al mes de 8:00am a 12:00pm. El local de DMV proveería servicios básicos de pertenencia de vehículos a las comunidades en el área de San Ysidro y Otay Mesa, incluyendo registro de vehículos, licencia de manejo, y carnet de identificación. El personal del DMV también mantendría expedientes de manejo del cliente, expediente de pertenencia de vehículos (titulo), y curso de manejo y licencia de manufacturación de vehículos.

El local actualmente está ubicado dentro del minicentro comercial cerca de otros 15 comercios, dentro de la ciudad de San Diego, aproximadamente 2 millas (3.2 kilómetros) al oeste del sitio ahora propuesto para la reubicación. El local del DMV de San Ysidro consiste de una unidad bajo arrendamiento. El local ahora en existencia tiene constricciones de ubicación y operación que impiden la habilidad del DMV de apoyar el reciente incremento de población en el área. Dado a su ubicación dentro del minicentro comercial, el local del DMV en San Ysidro no puede proveer suficiente espacio para satisfacer las necesidades de estacionamiento a sus clientes.

Basado en el análisis ambiental conducido por el Estudio Inicial, el proyecto no tendría ningún efecto ambiental adverso significativo al área circunvecina de San Ysidro. El diseño actual es compatible con los alrededores y el uso del Parque Industrial y el proyecto no afectaría ningún recurso natural. La reubicación del local del DMV podría proveer un servicio mejor de funcionamiento y de ubicación a la población que continua incrementando en el área de San Ysidro. La reubicación del local del DMV no se espera que exponga problemas de seguridad pública. El diseño y características del local propuesto son compatibles con el uso designado del terreno tal como es especificado en el diseño de la Comunidad de Otay Mesa de la Ciudad de San Diego.

Período de Análisis Público:

El Estudio Inicial/Declaración Negativa está siendo circulada para el análisis público y comentario tal como es requerido por el reglamento del CEQA del Estado por un período de 30 días iniciando el día 2 de agosto, 2002 y terminando el día 31 de agosto, 2002.
